This article made me think that we should have a guideline document for authoring tool developers, kind of like ATAG. In addition to language experts, spec/browser developers, and content authors, there are also authoring tool developers.

The internationalization of the tools themselves must be done well, and the internationalization of the web pages generated by the tools must be good too. If written well, it can be very useful for the Web. We can consider preparing such a document, and I can try to write a first draft.
