I suggest to modify line 437 to say "... are required to interpret all names and all ground triple terms." I think it also is worth mentioning.

I don't get it: does this means that you don't want to remove Appendix B? Your proposed change is the beginning of RDF 1.1 Semantics spec. Appendix B...
