Remove implications of new markup in Sections 4.3 and 4.4, as markup changes are out of scope for this Note #67
Description
Sections 4.3 and 4.4 currently include language that may be interpreted as encouraging the introduction of new markup or attributes to distinguish types of ruby usage.
However, defining new markup is outside the scope of this Note. This document is limited to identifying user requirements and describing relevant information sources for spoken presentation. Any proposal to introduce new markup must be discussed in the HTML or ARIA specifications instead.
We should revise the text in Sections 4.3 and 4.4 to clarify that this Note does not propose new markup, and that such work belongs elsewhere.
