[Feature]: Support watch `rslib.config` to rebuild

We do watch mode through `build --watch` in Rsbuild now, so the basic watch of source files is already working.

We need to add watcher for `rslib.config.*`or other config file name paased by `--config`, so that the config file change can make rslib rebuild.
