[Devex]: Refactor API calls to use @lit/task

  • Superadmin crawls following feat: Update superadmin active crawls view #2618
• Standardize initial loading state vs. pending on user interaction
• Build primitives for caching & eager-updating (maybe we can take some inspiration from SWR)
