Run localization scripts in PR checks

The Lit localization tool may throw an error if a msg string contains html that passes linting and client build but fails on translation file build. Caveats don't seem to be documented very well, leading to quick fixes like this. Adding a PR check that runs yarn localize:prepare would help, should probably open an issue with @lit/localize-tools, too.
