What is the issue with the HTML Standard?

The list of public identifiers that correspond to the DTD in 14.2 includes the public ID for XHTML Basic 1.0, but not 1.1.

There doesn't appear to be a particular reason for this omission; version 1.1 doesn't specify any entity declarations not already present in 13.5. The missing public ID can be added without any other change.

The public ID specified therein is -//W3C//DTD XHTML Basic 1.1//EN.

Oh, it seems that was created after everyone stopped caring. Do browsers actually recognize that string? I kinda doubt it.

They don't, which is the issue I ran into before finding out that it wasn't in the standard. It's a small change, but it'll make valid XHTML Basic 1.1 documents using the named character references display properly when served as XML.
