SPECULATION-RULES reference is obsolete per Bikeshed #278
Description
What is the issue with the URL Pattern Standard?
Maybe it should point to the HTML standard instead now? Not entirely sure what would be best. For now I've added obsolete to unblock publication of the Review Draft.
LINK ERROR: Obsolete biblio ref: [SPECULATION-RULES] is replaced by [PRERENDERING-REVAMPED]. Either update the reference, or use [SPECULATION-RULES obsolete] if this is an intentionally-obsolete reference.
