Bug Description:

"Refund amount" field on edit order page is not editable.

Environment:

Woocommerce Version: WooCommerce 5.1 and 5.2 RC 1
WordPress version: (v5.7)

PC:
Windows 10, Mac 10.14.6
Chrome(Version 89.0.4389.90)
Firefox(Version 87.0)
Safari: v13.1.1

Steps To Reproduce:

1. Go to test site described in p1617280293146100-slack-C011ENB20Q1.
2. Login with valid credentials.
3. Go to Store page and purchase any of the product.
4. Go to WooCommerce->Orders->Edit order.
5. Click on "Refund" button.
6. Now try to edit the Refund amount field.
7. Observe that "Refund amount" field is not editable.

Actual Result:

"Refund amount" field on edit order page is not editable.

Expected Result:

"Refund amount" field on edit order page should be editable.

Isolating the problem (mark completed items with an [x]):

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.

Thank you for taking the time to report this issue! This is actually working as expected.

So what is happening here is the field is being marked as readonly when checking Enable tax rates and calculations in WooCommerce > Settings > General. If this setting is not enabled, then the Refund amount field can be changed. However, to avoid having incorrect taxes after refunding an item, the Refund amount field is marked readonly when taxes are enabled.

Hello, this was marked as a bug 4 years ago. The bug still exists. I cannot REFUND if the option for tax rates and calculations is enabled. I should be able to refund the whole amount of taxes and shipping also.
