Penumbra download and load failed

Hello

I followed the instruction to add penumbra in Dalamud with the link provided it says download failed, then for lack of better option I tried to add it manually even advised not to, the plugin showed up but failed to load. What could be the reasons and what is the best way to get it work? Could it be that it does not support Chinese version of the client?
