Improve kqp_host HttpMon/DevUI introspection

New design:

1. Tasks/CA are listed as table with sorting and filtering
2. Executer and CAs a linked via cross-node URLs (with "/node/" prefix)

3. Links are processed with local kqp node which validates reference, if OK - forwards event to the actor itself
4. Future work: (1) hide config info somewhere and (2) add pagination to handle large number of records efficiently

1. Lists all tasks/CAs not only local (like node) but from its task graph only
2. Also uses cross-node references to CAs
3. Sorting and filtering support
4. Future work: (1) pagination and (2) live stats
