Add a README

There's a prominent link on https://zed.dev to this repo but the first thing visitors will see is the license. It would be nice to show some information about the Ruby features available for Zed.

At a minimum, it could be just a link to https://zed.dev/docs/languages/ruby and a couple of screenshots.
