Bluetooth Controller: Make CONFIG_BT_TICKER_EXT_EXPIRE_INFO default to on #65125
Description
As discussed in the virtual F2F, we should make CONFIG_BT_TICKER_EXT_EXPIRE_INFO the default; It is a more correct implementation and doesn't have any measurable difference in overall CPU load.
It may be necessary to turn it off for some low-end Nordic chips due to the different timing when using this feature, but that can be done in the board specific config files.
