There is already email-sending capabilities to send maintainers a reminder of to-be-reviewed tips, so the infrastructure is already setup. This is using Bamboo and Sendgrid right now.
It would be nice to also create/maintain an email list of interested folks. This is a separate list from those who simply log in (we don't get email addresses via GitHub/Twitter login anyway).
