Never mind, the frame counter properly loads after I update the Conbee's firmware manually to 0x26720700. It came with 0x26580700. |

Loads the network and trust center link keys during startup into the
statestructure.The deCONZ serial API documents a R/W "NWK Frame Counter" parameter (0x27) but I'm unable to read it with my Conbee II running the latest firmware.
