What are the .CAB file and .CAT files used for?

I see there is a CAB file and .CAT files in that .CAB files and was wondering what they are used for?

there is hidden ai packages in winsxs/cbs which are removed but windows will reinstall them automatically when updating or repairing windows with dism the custom update package makes windows think that there is already a newer version of these packages installed and wont reinstall them

That is quite impressive. Is there a way to audit that? in theory it is teaching windows a new checksum for a smooth brain explanation.
