Provide a 'Getting Started' tool to make it easy to set up the dev environment

This is mostly done. There is code under the 'GettingStarted' branch that does most of this. See the tag:

What is left:

• update the ‘boot’ releases for the tools (make, curl, gzip). They are currently a month or two old
• get a ‘boot’ release for git and add it into the list of packages to upload
• [optional] re-organize the code so it is part of a new ‘main’ repo like ‘zopen’ or ‘zosopentools’
• get some more people to try it out before making it available to everyone.
