Allow character encoding by default

Description

Character encoding is allowed with a configuration change in order to work with z/OSMF. This should be done by default. This PR makes apiml.service.allowEncodedSlashes and apiml.custommetadata.apiml.enableUrlEncodedCharacters to be true by default. Docs change is here.
