Steam reverts to new library UI even with a clean install

I runned the app and it worked 1 time and after I closed and restarted Steam it would update and reinstall the new library version, even with the patch set to not update

I checked off I was not on beta updates to guarantee it would not get new versions and even uninstalled (full uninstall) and reinstalled Steam to reapply the patch and still the same issue after restarting Steam

Any fix or workaround ? I downloaded the zip files
If the fixer would not work anymore, a guide do manually use the zip files would be a good call

Ty :) What i noticed is once it's done downloading it will launch steam before i can click patch and of course updates again.

It should be working fine, but can somebody else test it?

Tested it and it simply errors out for me. I click "Revert Packages" and then it says: "Revert Failed." It seems it didn't finish downloading yet.

EDIT: This is probably due to some of the files not being available anymore from the Steam servers...

Can someone please fix this? The old files seem to be floating around so can someone please fix this I am unable to play any of my games anymore since a steam crashed and it had to be reinstalled. :(
