module: pay the proposer #1
Description
After discussing with skip, I realised a module that pays the proposer of a block would be useful to add to the cosmos arsenal in light of MEV.
The idea would be that a user can submit a msg that wraps a msg for execution. The outer message says if included in a block pay the proposer x funds.
