Adds a new "binaries" CI workflow that includes jobs to build the
librabinary from source on several platforms and CPU architectures then publish those binaries as a release within the current repo. Note no testing is done on these binary artifacts other than to check that they execute on the host platform.Binaries built by this workflow have been manually tested on Windows, Linux and macos.
