Adds check against the new IsImmutable allocation flag before allowing upload, update, copy, move, delete and rename file changes. The uses the new IsImmutable field set up in 0chain 0chain/0chain#375.
Updated allocations sql table whith is_immutbale, Also added repairer_id.
