docs: add LLM tool guidance and dataset parsing script

Added LLM_TOOL_GUIDANCE.md providing guidance on how current LLMs can use ToolBench data to learn tool usage. Also added a script scripts/copy_datasets_to_jsonl.py that parses the dataset's json files and converts them into a standard training_data.jsonl format suitable for fine-tuning on modern LLM platforms.
