The Chrome Web Store title is manifest.name, not a dashboard field, so the
listing had always shown a bare "OpenRead": no keywords, and one space away
from an unrelated extension called "Open Read" — a paywall shortcut with 104
users, v0.1.0, untouched since February. It is now "OpenRead — Local Bilingual
Translation", 38 of the 45 characters a manifest name may have, with short_name
keeping "OpenRead" for the toolbar tooltip and the extensions list where a
tagline would only be truncated.

Caught while walking the developer dashboard field by field before submitting
2.21.0. LISTING.md had been carrying a "Name" section for months whose two
strings had never been used and could not be.

Permissions unchanged from 2.20.0, so this still asks the store for nothing new.
