Organic txs on testnet

Description

In testing, I am able to generate 4-5 txs per block on testnet for a basic CLOB demo I wrote. I am curious how much does this actually clog up the testnet node? Currently there are around 1-5 txs per block which is organic user traffic, I would prefer to not bog down testnet for first time users when testing things on testnet.

If it is a simple change, we should consider raising the limit for the number of txs allowed per batch & block on the testnet.

Limits are currently hardcoded here.

We should try raise them once we have dashboards so we can see it in action. This means its a good idea to make these properly configurable via the CLI (with these constants as default values).

I've added it to this milestone so that we increase the limits sooner rather than later. Could be a pretty mild increase (4 tx per batch and keep 4 batches per block). We could also go for something more drastic - e.g., 8 tx per batch and 4 batches per block, or 8 tx per batch and 8 batches per block.

Making this configurable via CLI could go into the next milestone.

can i take this issue @bobbinth , @Mirko-von-Leipzig ? this should change the SERVER_MAX_TXS_PER_BATCH from 2 to 8 right? and for the batches per block SERVER_MAX_BATCHES_PER_BLOCK should we increase from 4 to 8?

Let's do 8 and 8. See if you can't also add it as CLI args - it shouldn't be that much extra work
