v0.15.0-rc.2 didn't actually update the lockfile for the
p3-goldilockstransient dependency.The toml change didn't actually do anything because its a transient dep. We would need to depend on it directly in some workspace crate to get any benefit. I chose to simply update the lockfile directly.
