* miner: add dynamic gas limit adjustment This feature allows block producers to dynamically adjust block gas limits to help stabilize base fees within a target range. When base fee rises above the target, gas limit increases to add supply. When base fee falls below the target, gas limit decreases to reduce supply. New configuration parameters: - enableDynamicGasLimit: Boolean flag to enable the feature (default: false). When disabled, the existing static gaslimit behavior is preserved. - gasLimitMin: Minimum gas limit floor when dynamic adjustment is enabled (default: 50M). The gas limit will trend toward this value when base fee is below the target minus buffer. - gasLimitMax: Maximum gas limit ceiling when dynamic adjustment is enabled (default: 60M). The gas limit will trend toward this value when base fee is above the target plus buffer. - targetBaseFee: Target base fee in wei that the algorithm tries to maintain (default: 500 gwei). This is the equilibrium point for gas limit adjustments. - baseFeeBuffer: Buffer zone around target base fee in wei (default: 100 gwei). When base fee is within [target-buffer, target+buffer], no adjustment occurs and gas limit follows the parent block's gas limit. The algorithm respects the 1/1024 consensus rule for per-block gas limit changes, ensuring gradual adjustments rather than sudden jumps. * Bump up version
