Fix JLC footprint and symbol resolution\n\n- Prefer selected_part.lcsc_id in resolve-symbols\n- Keep JLC footprints in the local JLC-MCP library\n- Propagate source/output project directories for export\n- Fresh NexDAP export now places all 11 footprints successfully
