Updates address fields according to the RFC ref: https://datatracker.ietf.org/doc/html/rfc1928
Useful for the `local` constructor which uses the typical proxy hosted by the Tor daemon.

Introduce the new
bitcoin_hashesversion to allow public key to domain string conversions of TorV3 addresses, then update the Socks5 proxy to handle domains. Adds an additional wrapper type for easier proxy configuration.
