Refuse a numbers box whose maximum is not the pool's

Mana emptied its flask three times a second, indefinitely, at a box reading
"19/100" for a pool holding 187. The box was on the wrong line - it had
returned "IVI" a minute earlier - and the code shrugged: it logged that the
memory reading was "ignored", kept the box's, and fired on it.

A maximum is not a wobble. Where memory has a structured lock it takes over
and the box is looked for again; where there is nothing structural to appeal
to, neither fires until they agree.

The backstop that should have caught this could never run. Effect is judged
over 900 ms and panic presses every 260, so each press reset the window
before it elapsed, the verdict was never reached, and the pause for presses
that change nothing never engaged once. A check already in flight is now
left to finish - which matters well beyond this bug, since it is the
backstop for every runaway.
