v2.94.5 - a critical reading fires on the first look

Trust a dangerously low reading on the first look, not the second

"Life 41/874" arrived labelled, with the exact known maximum, at 4.7% life -
and sat untrusted for over a second, because the "seen twice" rule needed a
second, genuinely new OCR capture of the same value, and OCR - one engine
shared between two boxes, sometimes busy for whole seconds mid-fight - did
not look at the life box again in time. The rule was waiting on a resource
that had nothing left to give, at the worst possible moment.

A second look is worth having when nothing is at stake, so an ordinary
reading still has to repeat. A reading below the widest of a pool's own
panic/emergency/last-ditch floors - already labelled, already the right
maximum - is now trusted the first time it is seen. The existing
impossible-fall check at the point of firing, which only needs the next
poll rather than a second trip through OCR, is what actually catches a
misread in this range.
