预期情况
理论上系统会生成一个虚拟网卡，并且可以上网
实际情况
没有生成虚拟网卡，并且控制台提示：configure tun interface: The device is not ready for use
复现方法
win11操作系统，就按照正常操作，右键管理员模式下运行，点击打开TUN模式
