Per specs/2026-05-18-PhaseII-evidence-assembly-spec.md. Creates phase-ii/ with: - README.md (overview + refresh policy) - evidence-package.md (7-category curated summary) - commercialization-plan-refined.md (5 Phase I learnings -> Phase II refinement) - phase-ii-proposal-draft.md (scaffold mirroring Phase I sections 1-8) - letters/README.md (8 LoI slots, inventory only - no fake PDFs) - customer-discovery/README.md (interview inventory) - nasa-engagement/README.md (NASA-center contact inventory) Adds .github/workflows/phase-ii-pdf.yml for Pandoc -> PDF render + lychee link-check on evidence-package.md. Updates mkdocs.yml nav with new Phase II section pointing at the four curated docs via include-markdown proxies in docs/phase-ii/. Does NOT solicit LoIs / conduct interviews / submit Phase II proposal / modify artifact-repo content. Branch stays unpushed - operator merges.
