README format. RST or Markdown? #12

Is your feature request related to a problem? Please describe.
Would be great to have all docuemntation files in a consistent format.
As the Sphinx is used as the docuemntation tooll and rst is the defualt format for sphinx. let's also change the readme to RST!

need to carefully check if all the links/layout are still working
