Update CODEOWNERS with vbarr in benchmarking folder

Description

For two goals

1. Help with changes in max xpk runner and related workflows
2. Work on a customer facing test MaxTest in that directory and needs help getting approvals and I am familiar with that work

Notice 1: Once all tests pass, the "pull ready" label will automatically be assigned.
This label is used for administrative purposes. Please do not add it manually.

Notice 2: For external contributions, our settings currently require an approval from a MaxText maintainer to trigger CI tests.
