Remove cargo/pip version update blocks from Dependabot configuration. Dependabot Security Updates (org-level toggle, already enabled) handles vulnerability fixes for all ecosystems automatically. Only GitHub Actions version updates are tracked via this config file.
This reduces noise from major-version cargo/pip bumps that require manual review and code changes.
