Disaster recovery teams never "recover" destroyed RICO buildings #19
Description
If there's a Disaster Recovery service on the map, should a RICO building get destroyed (eg. fire, earthquake, etc) rescue crews will travel to the site of the building to attempt to recover survivors.
However, with the RICO buildings, they never seem to finish that task.
I've seem them quickly recover all kinds of other buildings, usually in less than a game day. With the RICO buildings, however, I've waited game months and they've still not recovered the building - it seems they just get stuck there.

If you find the 4 line train station, you'll see a small residential settlement at the mountain quay nearby (follow the cable car). There's a row of multi-storey housing there using RICO buildings - I've seen several times that they burnt down and rescue crews got stuck for many months before I gave up and bulldozed them and replopped them.
