Anchor menu - breakpoint based on hero height

Investigate if the anchor menu breakpoint based on hero height can be integrated into the anchor menu block.

Ideally have a select for user to set breakpoint for small/med/large hero. Or maybe allow user to enter a pixel value or percentage, since the anchor menu could potentially be used below blocks besides a hero.
