All API dependent blocks - add error state if API fails

Need an error state for non-technical users, currently if the news API fails it causes a position absolute block to break the page layout.

Originally opened for an API that no longer existed, so the error message made sense. Follow up:

1. Latest News and Events blocks - check error state when API endpoint is bad
2. If prop is available, allow user to customize error message
