upgrading manualy stuck at Installing gfpgan

My AUTO repo is cloned from github to VS Code on fresh install of Windows 10.
Python version is 3.10.6 added to PATH

1. Go to Repo in VS Code.
2. Open Terminal
3. run Activate.ps1 in venv
4. (3a) if you cannot run scripts on this machine, see 3A below, then continue from here
5. python.exe -m pip install --upgrade pip
6. pip install torch
7. pip install torchvision
8. pip install gfpgan
9. pip install clip
10. pip install open_clip
11. run webui-user.bat
