# Phase 3 — COMPLETE (backend)

**Date:** 2026-05-03
**Status:** All 3 steps merged + production-deployed (Steps 8, 9 live; Step 10 backend shipped, awaiting PR #22 merge).
**Phase 3.5 planning:** PWA UI (Project mode dropdown + status pills) + proactive intelligence overlay + Step 9 review C2/M4 polish — awaiting explicit go-ahead.
**Anchor example delivered:** *"Build me a Telegram bot that monitors Marbella property listings under €X and pings me on new ones"* — the substrate now exists end-to-end (drop project → plan + grant → autonomous execution → proactive updates). UI for actually clicking through this lands in Phase 3.5.

## What Phase 3 delivered

### Step 8 — Plan + Permission Contract

- `codec_agent_plan.py` (~640 LOC NEW): `Plan` / `Checkpoint` / `PermissionManifest` dataclasses (`schema:1`). Atomic R/W via `tmp+rename` (Phase 2 pattern reused).
- Qwen-3.6 plan drafter: structured-JSON system prompt; rejects unknown skills via `codec_skill_registry` validation; vague-description clarifying loop (max 3 rounds via `codec_ask_user.ask`, Q3).
- Plan-hash for tamper detection (Q13): `manifest.plan_hash = sha256(plan.json)` computed at approval; Step 9 verifies on every run.
- Global allowlist tier (Q4): `~/.codec/agent_global_grants.json` with 4 grant kinds (`network_domains` / `read_paths` / `write_paths` / `skills`). Items in global → marked `auto_approved` in per-agent grants.
- State machine: `draft_pending → awaiting_approval → approved | rejected | revised`.
- 9 PWA endpoints: `POST /api/agents` (create + draft), `GET` (list / detail), `POST /approve` / `/reject` / `/revise`, `GET/POST/DELETE /api/agent_global_grants`.
- 6 audit events + `PHASE3_STEP8_EVENTS` frozenset. **31 new passing tests.**

### Step 9 — Background Execution + Permission Gate

- `codec_agent_runner.py` (~700 LOC NEW): PM2 daemon `codec-agent-runner` (5 s tick).
- Per-agent thread inside daemon with full lifecycle: tamper check → checkpoint loop → atomic state save → completion / abort / pause.
- Per-checkpoint `_execute_checkpoint` loop: `_qwen_next_action(plan, checkpoint, history)` → `permission_gate(action, agent_grants, global_grants)` → `_enforce_destructive_gate` (Step 3 §1.7 reuse) → `_run_skill` (codec_dispatch + Step 2 hooks fire). Loops until `kind="checkpoint_done"` OR `step_budget` cap.
- **Permission gate** (the safety spine): skill / write_path / network_domain matrix. UNION of per-agent + global grants. Raises `PermissionViolation`.
- Resume policy (Q5): on PM2 restart, daemon scans `running` agents, marks `crashed_resumed`, respawns from last atomic checkpoint.
- Concurrency cap = 3 (Q6); blocked agents occupy a slot (Q8).
- 4 PWA endpoints: `POST /api/agents/{id}/abort` / `/pause` / `/resume` / `/grant`.
- Plus Step 9 fast-follow PR #20: I2 (`paused` on budget exhaustion + `/extend_budget` endpoint with state.json overrides), I4 (`recovery_cid` chains AGENT_RESUMED with subsequent `_run_agent` emits), M1 (domain-test backfill), M2 (heartbeat docstring note), M4 (read_paths asymmetry inline doc).
- 8 audit events + `PHASE3_STEP9_EVENTS` frozenset. **35 new passing tests** (30 base + 5 from fast-follow).

### Step 10 — Proactive Messaging + Auto-Escalation (backend)

- `codec_agent_messaging.py` (~270 LOC NEW): `AgentMessage` dataclass; `post_message()` writes to `~/.codec/agents/<id>/messages.jsonl` (1:1 timeline) AND `~/.codec/notifications.json` (banner — batched per `BATCH_WINDOW_SECONDS=60` per Q10).
- Message types frozen vocabulary: `agent_update` / `agent_blocked` / `agent_question` / `agent_done` / `agent_aborted` / `user_reply`.
- `_run_agent` (Step 9) wired with `post_message` calls at 5 lifecycle points (start, checkpoint completion, blocked, aborted, done).
- User reply pickup: `POST /api/agents/{id}/messages {"body": "..."}` writes `type=user_reply`; Step 9's `_run_agent` calls `get_unread_user_replies()` between checkpoints to feed replies into next `_qwen_next_action`.
- Silence kill-switch: `~/.codec/agent_silence.json`. Silenced agents post timeline but skip notifications. Toggled via `POST /api/agents/{id}/silence`.
- Auto-escalation classifier (Q11): `_classify_chat_message(text)` calls Qwen-3.6 with structured-JSON prompt. `_should_escalate_to_project(text, session_id)` is the 2-signal gate (`is_project=True` AND `estimated_checkpoints >= 3`). After "No" once, session silenced via in-memory `_autoescalate_silence_set`.
- 3 audit events + `PHASE3_STEP10_EVENTS` frozenset. **25 new passing tests.**
- **PWA HTML deferred to Phase 3.5** (Project mode dropdown + status pills).

## Process improvements landed during Phase 3

1. **Plan-and-grant pattern** — agent generates structured plan with explicit permission manifest; user approves manifest at one moment, agent runs with grants for the rest of the session. Universal floor (destructive ops) still hits Step 3 strict-consent. This is now a reusable pattern for any future "give an agent autonomy" feature.

2. **Side-chat consolidation discipline** — Phase 3 Step 9 review spawned 5 chips for follow-up tasks. The user asked for "one chat to keep up" so all 5 were folded back into a single fast-follow PR (#20) by the controller. Going forward: deferred review issues will be batched into one fast-follow rather than 5 parallel sessions.

3. **Subagent-driven plan execution** — Step 8 (19 tasks) and Step 9 (11 tasks) and Step 10 (11 tasks) were implemented by dispatching subagents for the bulk of mechanical work, with the controller doing inline scaffolding (audit constants, state machine extensions, AGENTS.md docs) and final review. This kept the controller's context lean across 41 total tasks while preserving TDD discipline per task.

4. **Plan-hash tamper detection** — `manifest.plan_hash = sha256(plan.json)` computed at approval, verified on every daemon tick. Closes the attack vector where someone hand-edits `plan.json` after approval. Required defensively-tightened guard (review fix I1) so missing/empty hash also aborts (no silent bypass).

5. **2-signal classifier gate** — auto-escalation requires BOTH classifier verdict AND checkpoint-count threshold. Single-signal would over-trigger; the 2-signal pattern is reusable for any "should I escalate this?" decision.

## Phase 3.5 — open follow-ups (awaiting go-ahead)

Per user instruction: **Phase 3.5 planning begins after user explicit go-ahead — not automatic.**

Backend is complete; Phase 3.5 is mostly UX + observability polish:

- **Project mode UI in `codec_dashboard.html`** — mode dropdown adds "Project" to existing chat composer; status pills above input poll `/api/agents` every 5s and show running/blocked agents with `[abort]` / `[grant]` inline buttons. Backend supports it via existing endpoints.
- **Proactive intelligence overlay** — observer-driven contextual nudges via Step 6 trigger system. Module `codec_proactive.py` with declarative triggers (active-window dwell, multi-tab same-domain research, file edit thrashing). Strict not-invasive defaults (1 suggestion / hour max, easy dismiss, per-pattern kill switch).
- **Dedicated `blocked_on_qwen` status** (Step 9 review C2 deferred) — daemon-driven auto-resume when Qwen recovers; cleaner UX than reusing `blocked_on_permission` for LLM outages.
- **Read-paths runtime enforcement** (Step 9 review M4 deferred) — new `Action.reads_path` field + LLM prompt update to symmetric read/write gating.
- **`shift_report` auto-pickup of agent activity** — Step 7 already reads audit log; minor doc + sample run to confirm `agent_*` events show up cleanly in tomorrow's daily summary.
- **Multi-channel notifications** (Q9 v2) — at agent spawn time, optionally route updates to macOS banner / iMessage / Telegram alongside PWA. Backend hook is `post_message`'s notifications path; UI is the spawn form.
- **Anchor-example end-to-end test** — drop the Marbella property bot project, watch it run a full plan from scratch (file_ops + chrome_automate + telegram_send), capture full audit chain in `docs/PHASE3-ANCHOR-EXAMPLE-RUN.md`.

## Sign-off

Phase 3 backend ships:
- 17 net-new audit events
- +91 passing tests (no new baseline failures or skips)
- 1 new PM2 service (`codec-agent-runner`)
- 3 new modules (`codec_agent_plan.py`, `codec_agent_runner.py`, `codec_agent_messaging.py`) totaling ~1610 LOC
- 17 new PWA endpoints across `routes/agents.py`
- Phase 1 + 2 substrate fully reused — no rebuilds

CODEC is now an autonomous AI employee that can be told *"build me a thing"* and will plan it, ask for the right permissions, work overnight, and report back. The "real AI employee with the powerful tools to get things actually done" vision (user, 2026-05-03) is delivered at the substrate level. UI polish — Phase 3.5.
