Background

The service/validation layer performs automated checks before release notes are generated. Two enhancements have been requested: the ability to exclude specific chapters from service checks, and a new check that reports on the skip-label usage statistics.

Grouping these together avoids repeated churn in the service subsystem across multiple releases and delivers a more capable and configurable validation layer in one go.

Goals

• Allow specific chapters to be excluded from service-layer validation (Service chapter exclude #298)
• Ensure the service check configuration is well documented and extendable for future checks
