[FEATURE] Implement mcdev upgrade logic

Is your feature request related to a problem? Please describe.
Current version doesn't provide an indication or a way to upgrade mcdev and the project to the latest version. Manual run of the command is necessary.

Extension should indicate that a new version of mcdev exists and asks if the user wants to update mcdev globally and the project itself.

Running mcdev upgrade has to be executed only by the admin of the project. Updating mcdev itself based on what the project config states is maybe the more activity

@JoernBerkefeld The extension requires the mcdev to be installed globally. Outside of the project if I install globally the latest version of mcdev for some reason (e.g testing, other project, etc...) then I will not be able to run mcdev commands for the projects that have the version outdated and cannot upgrade since only the admin should be the one doing it. I'm then faced with the mcdev error message that asks me to use mcdev upgrade because of lower project's config version. Will I not be stuck with only using one version of mcdev due to one project limitations ?

That's an edge case. Most people won't have that situation

Isn't it possible to make mcdev latest version work with older project versions ?

Maybe. But I'd rather force everyone to update rather than take care of being compatible to older configs
