Package bandwidth

Would it be possible to add a feature that allows the user to limit bandwidth so it doesn't choke internet connections? I usually run a lot of things fine, but this plugin seems to hog all my internet making web pages impossible to load, and at one point it even downgraded a YouTube video I was trying to watch to 240p. My bandwidth is usually 12 MBps so it shouldn't be choking off the internet, but it keeps using almost all of it at around 10 MBps. It's been doing that for 3 days straight while I try to reinstall Stable Diffusion into Krita. 1-2 MBps is more than enough for something I'd have to wait for it to finish in the background while I do other things.
