New chapters start halfway down the page

There's a page break between a section heading and a new chapter, but the new chapter starts halfway down the page instead of at the top of the page.

The only time a scene should start halfway down the page is on the first page, if there are no sections, so the story begins immediately following the title.

This only affects more complex sets of documents using the heading metadata for section breaks.

I'm not 100% convinced the current behavior is wrong. It's driven by the heading metadata, so in the novella w/ parts example, it has an Act 1 heading, and then a Chapter 1 heading and each starts in the middle of a new page. Shunn doesn't really specify how to format section breaks, but suggests that the title on the first page should start a third down the page.

Other than that, I think we're on our own. I think I'll leave it as-is for now, but I'll leave the issue open to revisit in the future.
