Enable HTTP/3 filtering by default in AdGuard beta/nightly versions

Issue Details

Currently, HTTP/3 filtering is disabled by default and the user needs to enable it manually.

Proposed solution

We need to start experimenting with it, let's at least enable it in the nightly and beta versions of AdGuard.

Note, that it won't work in Chrome anyways, and in Firefox the user will have to enable it via about:config:
