When the relay state transitions to DISCONNECTED during the transient wait loop, re-enter through ensureRelayReady() instead of calling reconnectToRelay() directly. This ensures the cooldown and dedup guards are applied consistently. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
