Add New VSCode and Ubuntu Deployment Versions

New versions of code-server (VSCODE deployment type) and webtop (UBUNTU deployment type) have been released.

The new code-server versions:

• v3.11.1
• v3.12.0

The new webtop (mate) version:

• ubuntu-mate-version-814b4f04

To Do

• Add the new VSCODE deployment versions in @agoracloud/common
• Add the new UBUNTU deployment version in @agoracloud/common
• Create a new release for @agoracloud/common
• Pick up the new @agoracloud/common release in the server
• Add the new deployment versions in the deployments schema
