🎨 Palette: Add 'Pro Tips' to Search Interface

Implemented a "Pro Tip" feature in the SearchProvider to improve feature discoverability and user delight.

Changes:

• Added TIPS array and currentTipIndex to SearchProvider.
• Implemented getTipItem() to create an interactive tip item.
• Updated showRecentHistory and getWelcomeItems to append the tip item.
• Handled command:next-tip in onDidAccept to cycle through tips.

Verification:

• Ran bun run lint (ESLint) - Passed.
• Ran bun run format (Prettier) - Passed.
• Ran bun run tsc -p . (TypeScript) - Passed.
• Manually verified logic via code review.
