vm scripts: `nc.traditional` is a Debian thing

#1183 changes the VM scripts to use nc.traditional when they need a netcat. While this works consistently on all Debian-based distros, it doesn't work on other distros because there is no such thing as nc.traditional. It would be better to use ncat, because it is the same program under the same name in many distros.
